Have relevant trade unions, and, in contexts where freedom of association is restricted, other organizations representing the interests of workers, been engaged?

Have local community organizations and non-profits been effectively engaged for input on some or all aspects of the project? Are these representative of the local demographics?

Can the project commission work to (housing, rehabilitation, or construction) cooperatives or community-based organisations?
