Guiding questions
Can measures be taken to mitigate risks to adequate housing, and to expand access to adequate housing, particularly for marginalised people as well as those on low incomes? Factors for adequate housing, as defined by the UN, are: legal security of tenure; affordability; habitability; availability of services, materials, facilities and infrastructure; accessibility; location; and cultural adequacy.
Is non-discrimination ensured in access to housing, including rental and owned housing?
Have steps been taken to curb the risk of speculation and over-financialization of housing?
Have impacts on the right to housing in the wider surrounding area been taken into account and measures taken to address them, for example displacement due to rising prices?
Are there any opportunities for communities to gain ownership of assets in the planning and financing process?
