PLANNING & FINANCE
Planning is a critical starting point to embed human rights. So too is how a project is financed.
Investors and their expected returns will have a significant impact on whether a project or business prioritises positive social outcomes, including when governments are attracting private finance.

Guiding questions
Does the project take account of its impact on people's ability to reach their places of employment (for example in considering access to transportation, and displacement and relocation of local communities)?
Are there opportunities for the project to generate new decent jobs and stimulate the local economy, particularly with small & medium local enterprises?
Can the project incorporate local hiring provisions for the design, construction, and use phases, creating job opportunities for local residents including those who may traditionally face barriers to employment (depending on context this might include minorities, low-income individuals, women, formerly incarcerated individuals)? Is there a nuanced and practical understanding of the employment challenges for specific groups?
Are there opportunities to consider local job-creation in the procurement of materials for the project, including through innovation of climate-friendly and green materials?
